When Brock Bailey's limousine crashes through a bridge railing and disappears into Pittsburgh's murky Monongahela River, the popular Pennsylvania governor is presumed to be dead. Intensive rescue efforts produce four mangled bodies, but the Mon River does not yield a governor.
