Author Notes: Joseph Anthony Califano, Jr. is the Chairman of the National Center on Addiction and Substance Abuse (CASA) at Columbia University. He served as United States Secretary of Health, Education, and Welfare under President Jimmy Carter.

Califano graduated from College of the Holy Cross in 1952 and from Harvard Law School in 1955.
