Author Notes: Neal Katyal, former acting solicitor general of the United States, leads one of the largest US Supreme Court practices in the nation. He has personally argued thirty-nine Supreme Court cases. He is also a professor of law at Georgetown University, where he has taught impeachment twenty times.
